" AQUALIBRIUM "
The goal was to make an inventory of the private sector participation in the management of water supply and sanitation utilities in the 15 Member States of the EU and to draw up some trends.
Very interested by this work, the European Commission (DG Research) decided to publish it.
This report, disseminated at the end of 2003, provides a short review of national situations, in terms of legal framework and its evolution, as well as the stakeholders’ perception and discussion topics.
It underlines the significance of the national context (history, culture, etc.) although common features do exist in the Member States, starting with the ongoing discussion on performance indicators and benchmarking.
