Romania/Hungary - Management of a trans-boundary river basin.

May 2004 - December 2006

BENEFICIAIRY: Romania: Min. Environment /CNAR - Hungary : Min. Transport, Min. Envir.,OVF

PURCHASER: French Global Environment Fund (FFEM)

Background :

Recent accidental pollution (pollution with cyanide in February 2000) and the exceptional floods which affected the Tisza, the largest tributary of the Danube, have been in the news these last years and underlined the need to strengthen international co-operation regarding all aspects related to integrated water resource management, especially between Romania and Hungary.

As one of the main Tisza sub-basins that include many pollution sources (mines, various industries, intensive animal husbandry, cities without or with inefficient wastewater treatment plants, etc.), the Crisuri/Körös basin has been chosen as the pilot area for a FFEM (French Global Environment Fund) project.

This project, consists in an exchange of experiences applied to a pilot transboundary basin, shared by Romania and Hungary, with a view to the implementation of the Framework Directive.

It aims to enable the Romanian and Hungarian authorities to implement a sustainable development policy in this transboundary river basin, using balanced management of water resources, meeting the users’ needs and preserving ecosystems and aquatic environments.

As main operator of this project, IOWater is among others in charge, in close cooperation with ICPDR, to give technical assistance in improving data processing and exchanges inside and between both parties.

Services :

Technical assistance in improving data processing and information exchanges between Romania and Hungary for the transboundary "Crisuri / Koros" river basin management. This includes:

- Support for the preparation of a draft common data sources registry and data dictionary ;

- Evaluation of existing data and recommendation for the acquisition of the missing one with an analysis of the coherence between the two countries ;

- Proposition of a master plan to structure and exchange basin-related information with a common GIS support ;

- Development of procedure for the production of the common outputs defined by other working groups for the basin characterisation and accidental water pollution prevention ;

- Support for the development of a common web site for public information and/or data exchange.
