Background :
International Office for Water was the operator of the water component for this Phare Twinning project which was led by Austria in charge of the monitoring sector.
Interventions in the water sector consisted in the definition of procedures for implementing the draft Framework Directive, the analysis of the institutional framework and the organization of river basin management, the creation of new economic instruments.
The framework was the following:
- analysis of the draft water law and recommendations for institutional development regarding management at river basin level
- experiment on a pilot river basin for the formulation of a management plan in line with the Water Framework Directive and the setting-up of a River Commission gathering stakeholders;
- review of the pilot basin initial status study prepared by the Slovenian team and the preparation of terms of reference for additional studies;
- training for municipal water services and for elected people..
